I've gone as low as (I think) 4.4gr pushing a 167gr round ball, and it burned, but left a bit of residue. Unique burns nice and clean at that level. 431" or so, and I could push it harder, but that's not really the point. 429"swc, so going much faster results in a lot of leading.

I'm not really sure that drilling out flash holes is really needed, and I would discourage the use of fillers, especially in a bottle-neck case. Have you read Ed Harris' work on "The Load"? Basically, any 308 size cartridge or bigger, with 13gr of Red Dot. Inexpensive, and the world will run out of lead before plinkers will wear out a gun. They're also nice to load up 50 at a time and blow through them while waiting for another rifle to cool down, or plinking tin cans and such. Subsonic or plinking rounds are just plain fun!
